Three Levels of Authority

Level 1: Imperial Level (Based in Fofanna)

The Emperor/Empress

  • Title: Mansa of All Rivers
  • Elected by Council of Eleven (provincial governors)
  • 20-year term limit (renewable once)
  • Required to speak at least 5 languages
  • Must have proven administrative experience in at least 2 provinces
  • Symbol: Manticore Staff with dioptase eyes

Imperial Council

  • 11 Provincial Governors (Mansas)
  • Meet quarterly in Fofanna
  • Unanimous vote required for constitutional changes
  • Majority vote for laws, budgets, military action

Imperial Bureaucracy (6 Ministries):

  • Ministry of Rivers (infrastructure, water management)

Level 3: Local Level (Villages, Towns, Cities)

  • Chiefs, Mayors, Guild Masters — elected or hereditary depending on local custom
  • Manage daily governance, resolve local disputes, collect taxes

Imperial Law (Continental Application): Property rights, commercial contracts, intellectual property, criminal law, environmental protection

Provincial Law (Regional Variation): Marriage customs, inheritance systems, religious practices, cultural traditions

Key Innovation — Legal Pluralism: Local customs were respected unless they violated core imperial principles: no slavery (debt bondage was temporary, with protections), no torture, property rights protected, education guaranteed.

N'Garuba Province served as Sanniquellie's gateway to the Mediterranean world. Its merchants organized the caravans that crossed the Sahara, carrying gold northward and salt southward.
The province's economy depended on controlling these crucial trade routes — logistics, navigation, and the production of salt from the region's vast flats. The Northern Ridge, running along the province's frontier, also yielded diamonds — a resource that would become increasingly valuable in modern times.

Tekira, the provincial capital, grew wealthy as the hub where desert caravans met river traffic heading south into the empire's interior. The culture here synthesized Mande traditions with Saharan nomadic practices, creating a unique society comfortable in both worlds.
